The HOME Investment Partnerships Program (HOME) provides formula grants to states and localities that communities use - often in partnership with local nonprofit groups - to fund a wide range of activities including building, buying, and/or rehabilitating affordable housing for rent or homeownership or providing direct rental assistance to low-income people. HOME is the largest Federal block grant to state and local governments designed exclusively to create affordable housing for low-income households.

HOME funds are awarded annually as formula grants to participating jurisdictions (PJs). The program's flexibility allows States and local governments to use HOME funds for grants, direct loans, loan guarantees or other forms of credit enhancements, or rental assistance or security deposits.

Home Rehab 

As of June 9, 2023, the Home Rehab grant is temporarily unavailable.   Please call Deb Laudenslager at 717-780-6256 for additional information. 

Through funding from the U.S. Department of Housing and Urban Development (HUD), Dauphin County can offer a Countywide housing rehabilitation for repairs to low-income homeowners that meet the qualification criteria in Dauphin County (excluding Harrisburg City).

First Time Home Buyers Program (FTHB)
Dauphin County offers down payment assistance for first-time home buyers who meet qualification criteria in Dauphin County. NOTICE is hereby given that the Dauphin County Affordable Housing Trust Fund Advisory Board is postponing their regularly scheduled meeting from Thursday, October 17, 2024 at 10:00am until Tuesday, October 29, 2024 at 12:00noon.

HOME Investment Partnerships American Rescue Plan (HOME-ARP)
HOME-ARP provides the County $2,348,835 supplemental HOME resources targeted to four Qualifying Populations:  homeless; at risk of homelessness; individuals fleeing domestic violence, dating violence, sexual assault, stalking or human trafficking; other populations at risk for housing instability.  Based on stakeholder consultations and data analysis, rental housing that is affordable and accessible to individuals and households at
0-30% AMI is the priority  need.  The inventory of deeply subsidized housing for Qualifying Populations is inadequate due to low vacancy rates and escalating rental costs. Coupled with this is a need for rental assistance and supportive services (including case management, legal services and homeless prevention services) to assist the homeless identify and access housing and become stably housed, as well as to prevent homelessness among households who are at greatest risk.  

Purpose of HOME-ARP Grants

Grants under this program will be awarded to entities to develop and construct affordable rental housing, provide supportive services, or a combination of both that solely target tenants from the following qualifying populations: 

• Homeless
• At risk of homelessness 
• Fleeing or attempting to flee Domestic Violence, Dating Violence, Sexual Assault, Stalking, or Human Trafficking

• Other populations considered at greatest risk for housing instability including families requiring services or housing assistance to prevent homelessness, extremely low-income households, is living in the home of another because of economic hardship, living in a hotel without assistance, is exiting a public institution like mental health facility, foster care, etc.
