Dauphin County transitioned from the Pennsylvania State Civil Service Commission hiring system to a Merit-Based Hiring System for employees of its human services departments effective April 24, 2014. Under the new system, the County will be responsible for all aspects of the hiring process including recruitment of internal and external candidates for vacant or new positions, screening of applicants to ensure they meet the minimum education and training requirements for a particular position, administration of assessments, and interviewing of candidates. In an effort to provide a prompt and efficient procedure for fair and equitable resolution of areas of conflict regarding the Merit-Based Hiring System, Dauphin County has put in place an Alternative Dispute Resolution Policy-Procedure ( Form).
