Emergency Solutions Grants Standards & Guidelines
The County of Dauphin submits applications to The Pennsylvania Department of Community and Economic Development (DCED) for the Emergency Solutions Grant (ESG) program. Emergency Solutions Grant (ESG) is federal grant providing funding to assist with the rapid rehousing of homeless persons, street outreach, homelessness prevention, and emergency shelter activities. Funds may also be used to support the maintenance of a homeless management information system (HMIS) and administration.
The objectives of the Emergency Solutions Grant Program are to help those who are experiencing homelessness or are at risk of becoming homeless to quickly regain stability. The grant funds are used to improve the quality of emergency shelters, provide essential services to people in shelters, and rehouse homeless individuals and families and to prevent homelessness for those experiencing a housing crisis.
ESG requires a 100% match. A Non-Profit 501c3 may apply if they serve clients who reside in the County of Dauphin or a Municipality that does not receive their own ESG funding. At this time, the only municipality in the County that receives separate ESG funding is the City of Harrisburg.
Uses
Eligible activities include all activities listed in the Emergency Solutions Grant Interim Rule, published in the Federal Register on December 5, 2011. ESG funds may be used for any single activity or combination of eligible activities as outlined below:
- Rapid Rehousing
- Street Outreach
- Homelessness Prevention
- Emergency Shelter
- Homeless Management Information System (HMIS)
- Administration
